Client Situation
Our client, a major regional investor owned utility was required by regulatory mandate to bid out its default or POLR service, that is, service provided to electricity customers who do not select an energy commodity provider once retail choice is implemented. This client called upon Fuld & Company to provide input and support to the development of its request for proposal in an effort to structure it such that it would attract numerous bidders with viable, competitive offers.

Fuld & Company Approach
The primary objective of our efforts was to provide our client with as much information about prospective bidders and their intentions and expectations. The project scope explored the needs and interests of selected prospective bidders from the perspective of the key structural elements of request that each supplier would find most desirable, i.e.; preferred size, duration, participation of more than one supplier, and other key risk factors.

Benefits and Implications
By conducting lengthy discussions with risk and credit managers at key wholesale power companies, we provided our client with detailed input necessary to formulate a viable POLR bid request. For more information please contactMark Ferri at mferri@fuld.comor 617 492 5900.
